Kimberly Speer, JD
Kimberly Speer is the Research Contract Analyst in the Office of Sponsored Research Projects in the Inova Research Center. Ms. Speer helps draft and negotiate Clinical Trial Agreements, Confidentiality Disclosure Agreements, Material Transfer Agreements, Research Subcontractor Agreements, and Data Use Agreements. Ms. Speer also coordinates the Investigator Agreements and ensures all other necessary contracts are in place for research studies.
Ms. Speer graduated with Honors from the American University Washington College of Law, where she focused on health care law. While in law school, Ms. Speer served as a staff writer for the American University International Law Review and the American University Health Law and Policy Brief. Prior to joining Inova, Ms. Speer worked on Capitol Hill for the Committee on Ways and Means, Subcommittee on Health where she worked on issues related to health care consolidation, the Affordable Care Act, and Medicare financing. Ms. Speer also served as the Legislative Assistant on Health Care to Congressman Jeff Miller (FL-01), where she advised the Congressman on health care legislation and policy and helped craft his position on health care reform. Ms. Speer also clerked for the Department of Health and Human Services, Office of the General Counsel, General Law Division, where she evaluated medical malpractice cases and Equal Employment Opportunity claims.
Ms. Speer is licensed to practice law in the State of Florida and her application to the District of Columbia Bar is pending. She is a member of the American Health Lawyers Association, the Society of Health Policy Young Professionals, and the Junior League of Washington.
