Background:

The initial phase of the Inova Springfield Hospital project would include the hospital and a connected building for outpatient services. The 425,000 square foot hospital would have private rooms, an emergency room, a diagnostic imaging department, and multiple procedural rooms. The other 140,000 square foot building would be an ambulatory surgery / outpatient center with physician offices and procedural rooms. There would also be an associated 42,000 square foot central utilities plant. A second phase at some time in the future would include a 144,000 square foot addition to the hospital and an 80,000 square foot medical office building.

Patients would continue to have access to the HealthPlex emergency room, physical therapy, physician offices, and other clinical operations during construction. Inova plans to relocate the existing ER from the HealthPlex to the new community hospital in an expanded space. Inova would then renovate the former ER space at the HealthPlex for other healthcare services to serve the community.

Parking would be provided through a combination of above- and below-grade structures, as well as retention of a portion of the existing surface parking. In addition, Inova’s proposal includes a series of improvements along Beulah Street, the Franconia-Springfield Parkway, and the internal streets to improve the flow of traffic to and through the property.

The entire plan for the campus amounts to 976,000 square feet, including the HealthPlex. This plan is 47,562 square feet less than a previously approved development proposal. The original plan, known as the Liberty View development, included three office buildings, a residential building, a hotel, and a parking garage. Inova’s proposal, coupled with the planned road improvements, is projected to improve traffic conditions compared to what was contemplated under the Liberty View plan.
